한국여성단체연합과 오랫동안 교류하고 협력해왔던 일본의 여성단체 New Japan Women’s Association(新日本婦人の会, 이하 NJWA)이 현 윤석열 탄핵 정국 및 여성들의 투쟁과 관련한 연대 메세지를 보내왔습니다. 다음과 같이 연대 메세지 원문과 한국어 번역본을 공유합니다. 한국여성단체연합은 앞으로도 NJWA와 함께 성평등과 민주주의, 평화를 위해 함께 연대의 끈을 더욱 공고히하며 활동하겠습니다.

New Japan Women’s Association(新日本婦人の会, 이하 NJWA)는 윤석열 대통령의 충격적인 계엄령에 맞서 민주주의를 수호하고 그를 탄핵 상황으로 몰아넣은 한국여성단체연합 활동가들과 한국의 모든 여성들에게 진심 어린 존경과 연대의 메시지를 전합니다.

12월 3일 밤, 일본에 있는 우리들은 윤석열 대통령의 계엄령 선포 소식에 큰 충격을 받았습니다. 동시에, 목숨을 걸고 국회로 달려가 군과 대치하며 항의하는 시민들의 모습이 소셜 미디어에 속속 올라오는 것을 보고 큰 감동을 받았습니다. 민주주의를 지키겠다는 결연한 의지로 여야 의원들과 함께 행동하는 시민들의 힘이 바로 계엄령을 해제시킨 것입니다.

우리는 특히 여성들이 일련의 긴급 대응 행동의 최전선에서 활약하고 있는 것에 많은 영감을 받았습니다. 한국여성단체연합과 NJWA는 2000년 세계여성행진(World March of Women)에 함께 참여한 이래, NJWA가 주최한 원수폭 금지 세계대회, 일본군 '위안부' 문제에 관한 스터디 투어 프로그램 등을 포함한 다양한 기회에서 교류와 협력을 이어오고 있습니다. 2019년 5월, 서울에서 ‘동아시아 비핵«평화를 위한 한-일 포럼'이 열렸고, 한국여성단체연합과 NJWA은 ‘여성과 평화에 관한 공동 워크숍’을 함께 개최했습니다. 그해 10월, 두 단체는 '동북아시아 평화를 위한 한일 여성 공동성명'을 발표했습니다. 지난 몇 년 동안 우리의 연대는 더욱 공고해졌습니다.

윤석열은 여성혐오를 전면에 내세우며 2022년 대선에서 승리하였고, 이후 여성가족부 폐지까지 시도하는 등 성평등을 후퇴시키는 정책을 추진해왔습니다. 이번 계엄령 해제와 윤 대통령 탄핵소추안 가결까지의 과정은, 역사의 시계를 되돌리려는 그에 맞서 평화와 민주주의, 성평등을 위해 끈질기게 싸워온 여성들의 승리입니다.

NJWA는 일본군 성노예제 등 심각한 인권침해를 야기한 식민지 지배, 그리고 침략전쟁에 대한 국가 책임을 인정하지 않고 있는 이시바 시게루 총리가 이끄는 일본 정부에 반대합니다. NJWA는 시민의 삶과 민주주의를 위태롭게 할 이시바의 위헌적이고 무모한 군사력 강화 시도를 막기 위한 여성들의 풀뿌리 힘을 모으기 위한 노력을 강화하고 있습니다. NJWA는 전쟁과 핵무기가 없는 평화롭고 성평등한 동북아와 세계를 만들기 위하여 한국여성단체연합 및 모든 여성들과 함께 행동하겠다는 결의를 표명합니다.

Solidarity Message to the Korean Women’s Association United

Dear sisters,

The New Japan Women’s Association extends a heartfelt message of respect and solidarity to the sisters of Korean Women’s Association United and all women in Korea, who have stood to defend democracy against President Yoon Seok-yeol’s outrageous martial law edict and boxed him into a corner to face impeachment.

On the night of December 3, we in Japan were greatly shocked at the news of Korea’s President Yoon declaring the martial law. At the same time, we were so moved by the images posted one after another on social media of citizens rushing to the National Assembly, and confronting the armed forces in protest at the risk of their lives. It is precisely the power of citizens acting in concert with lawmakers of both ruling and opposition parties, with a resolve to save democracy that revoked the marital law.

 

We are particularly inspired to see women being at the forefront of the series of urgent actions. The Korean Women’s Association United and the New Japan Women’s Association have fostered interactions since both organizations took part in the World March of Women in 2000, on various occasions including the events organized by NJWA, the World Conference against Atomic & Hydrogen Bombs, and NJWA’s study tour to learn about the Japanese military “comfort women” issue. In May 2019, the Japan-Korea Forum for Nuclear-free Peaceful East Asia was held in Seol, and KWAU and NJWA co-organized a joint workshop on women and peace. In October that year, the two organizations issued a Joint Statement of Women in Japan and Korea for Peace in Northeast Asia. Our solidarity has been strengthened over these past years.

 

Mr. Yoon Seok-yeol won the presidential election in 2022 by putting misogyny in spotlight, and has pushed ahead with policies to set back gender equality, even attempting to abolish the Ministry of Gender Equality and Family. The cancellation of martial law and the passage of the impeachment motion against President Yoon are the victory for women, who have continued to fight persistently against the president who was trying to turn back the clock of history, on peace and democracy as well as on gender equality.

 

NJWA stands against the government led by Prime Minister Ishiba Shigeru, who refuses to recognize the state responsibility for the colonial rule and war of aggression, which caused grave human rights violation including the Japanese military sexual slavery. NJWA is redoubling its efforts to bring women’s grassroots power together to stop the Ishiba’s unconstitutional and reckless move to bolster military muscle, which will put both people’s lives and democracy in jeopardy. The New Japan Women’s Association expresses its determination to act hand in hand with KWAU and all women to achieve a peaceful and gender-equal Northeast and the world, free of war and nuclear weapons.

姉妹のみなさん

尹錫悦大統領による「非常戒厳」発令という暴挙に対し、民主主義を守れと立ち 上がり大統領弾劾へと追い詰めている、韓国女性団体連合をはじめ韓国のすべての 女性たちに心からの敬意と連帯のメッセージを送ります。

12 月 3 日夜、尹大統領が「非常戒厳」を発令したとの一報に、日本の私たちも大 きな衝撃を受けました。同時に、SNS などで刻々と伝えられる市民たちが国会前に つめかけ体をはって軍と対峙し抗議の声をあげる姿に心を動かされました。与野党 を超えて「非常戒厳」を許さず中止させたのは、民主主義を守り抜こうと行動した 市民の力です。

とりわけ、連日の緊急行動の中心を担っているのが女性たちであることに励まさ れています。韓国女性団体連合と新日本婦人の会は、2000 年の世界女性行進にと もに参加して以降、私たちの会のつどいや原水爆禁止世界大会、日本軍「慰安婦」 問題を学ぶスタディーツアーなどさまざまな機会に交流を重ねています。日韓関係 が悪化するもとで、2019 年 5 月ソウルで開かれた「非核・平和のための日韓国際 フォーラム」で「女性と平和」の分科会を共催し、同年 10 月には「北東アジアの 平和のための日韓女性共同声明」を発表するなど連帯を強めてきました。

尹錫悦氏は 2022 年の大統領選でミソジニーを押し出して勝利し、女性家族省廃 止をねらうなど、ジェンダー平等を後退させる政策を続けてきました。「非常戒厳」 中止、大統領弾劾訴追案可決は、平和と民主主義でも、ジェンダー平等でも、歴史 の針を逆戻りさせようとする大統領に対して粘り強く行動してきた、女性たちの勝 利です。

新日本婦人の会は、日本が植民地支配と侵略戦争で日本軍「慰安婦」問題など重 大な人権侵害を引き起こした責任を認めず、憲法違反の大軍拡で暮らしも民主主義 も押しつぶす石破政権の暴走を女性の草の根の力でストップしようと、とりくみを 強めています。韓国女性団体連合をはじめすべての女性と手をつないで、戦争も核 兵器もない平和でジェンダー平等の北東アジアと世界へ、ともに行動する決意を表 明します。
